The industrial and information management departments of various provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, Xinjiang Production and Construction Corps, and relevant central enterprises:

In order to implement the decision and deployment of the CPC Central Committee and the State Council on carbon peak carbon neutrality, implement the "14th Five Year" Industrial Green Development Plan, accelerate the promotion of green and low-carbon industrial development, continue to cultivate green design demonstration enterprises for industrial products, select a number of typical enterprises that can play a leading role, and improve the supply capacity and market influence of green products (services), We are currently organizing the recommendation of the fifth batch of industrial product green design demonstration enterprises. The relevant matters are notified as follows:

1、 Overall requirements

In terms of "green design+manufacturing", we will focus on supporting enterprises in industries such as electronics, textiles, mechanical equipment, automobiles and accessories, light industry, and pharmaceuticals, and increase efforts to promote green design in key directions such as lightweight, low-carbon, recycling, and digitalization. In terms of "green design+services", we will focus on supporting leading backbone enterprises in the field of service-oriented manufacturing, providing high-quality services around green product design and development, green product manufacturing technology improvement, product lifecycle management, supply chain management, inspection, testing and certification, and integrated applications for energy conservation, pollution reduction, and carbon reduction.

2、 Recommendation requirements

（1） Basic requirements

The enterprise has independent legal personality and meets the requirements of national and local laws, regulations, and standards. In the past three years, there have been no major or above major production safety and quality safety accidents, Level III (major) or above sudden environmental pollution incidents, serious problems found in the relevant supervision work of the State Council and relevant ministries, and has been included in the industrial energy conservation supervision and rectification list without completing rectification.

（2） Comprehensive level

The enterprise has a clear green and low-carbon development strategy and measures, establishes a comprehensive management system for quality, environment, energy, occupational health and safety, and has sound management systems, strong industry influence and market competitiveness, and good business management status.

（3） Special level of green design

The enterprise has strong green design capabilities, with a solid foundation of green design services, research and application promotion of key technologies in green design and manufacturing; The product meets the relevant standards for green product evaluation and actively promotes green products, or has strong green design resource integration and service capabilities and provides high-quality green services to industry customers; The enterprise has a relatively high level of green development, or the implementation effect and effectiveness of green services are significant.

3、 Dynamic management requirements

Please strengthen the tracking guidance and services for demonstration enterprises by local industrial and information technology authorities and relevant central enterprises, track and grasp the progress of work, organize demonstration enterprises to fill out the Dynamic Management Form for Industrial Product Green Design Demonstration Enterprises (Attachment 3) every year, conduct dynamic management audits, and report in a timely manner. The Ministry of Industry and Information Technology will strengthen the supervision and management of the list of demonstration enterprises, improve the dynamic management mechanism of the list, evaluate the dynamic management forms submitted by each unit, and remove units that no longer meet the requirements of demonstration enterprises from the list.

4、 Recommended program

Each province, autonomous region, municipality directly under the central government, and city specifically designated in the state plan, as well as the industrial and information management departments of the Xinjiang Production and Construction Corps, and central enterprises (hereinafter collectively referred to as recommendation units) are responsible for organizing recommendations. Recommending units should carefully select leading backbone enterprises with strong industry representation or small and medium-sized enterprises with strong professionalism, distinctive characteristics, and high innovation. Based on the classification of "green design+manufacturing" enterprises and "green design+service" enterprises, guide enterprises to conduct self-evaluation and scoring according to the relevant requirements of the "Application Form for Industrial Product Green Design Demonstration Enterprises" (Attachment 2), and prepare the application form, And effectively strengthen the control over the self-evaluation results and supporting materials of the applying enterprises. The self-evaluation score of the recommended enterprise should not be less than 80 points in principle.
